Just bought a new 38WK95C-W and it works out of the box with my Mac (running macOS Mojave 10.14.16).
Following my immediate disappointment that split-screen controls aren't built into the firmware, I figure I have to download the software. Head to the LG site and download the latest OnScreen Control for Mac 10.14–10.15, (v3.69, released 2020.01.15, download here). Installation goes fine.
But then the app doesn't launch. The icon appears in the menu bar, the screen flashes with a pink outline, but then the app goes into 'not responding' mode. If I hover over the icon in the menu bar, it shows the spinning beachball. Activity Monitor is the only way to Force Quit the app.
Tried several restarts, reinstalls, etc. and I simply can't get the app to run. This also means I can't explore the split-screen controls, which is immensely frustrating. This monitor without controls is not what I paid for.
Has anyone had success troubleshooting OnScreen Control? Do I need an older version? Is there some dial-home problem or conflict with my OS? I'm at my wit's end.
Please don't suggest I upgrade to Catalina — for other reasons that's not an option right now.

Seems there was a problem using the USB-C connection. I unplugged the USB cable and was able to launch the software (and have it work properly).
At this point it's not clear whether the problem is my Mac, the monitor, or the software. More as it develops.
